 People would control their own healthcare by using the tax disbursements to set up their own schools and health care coopertative,  including mutualism policies to help other Americans buy superior health insurance and medicine across state lines and across international borders. The government would only collect taxes and distribute the revenue back to the people, it wouldn't run the programs.
